Even speeding through you're probably looking at a minimum of 4 hours. More realistically 6. So no it isn't efficient.

I haven't run any tests or anything, but in my experience while starting fresh solo lvling a new char story mode is just as fast, if not faster than adventure mode. I did story mode with +xp gear and the highest ruby in helm I could combine and I was one of the first 70's in the clan that didn't exploit. So if you don't mind story mode I think it is perfectly viable to lvl in story mode for the guaranteed legendary.

In story mode? If the mob density isn't good just move on, its the rapidly turning in quests while killing the dense packs of mobs that get you going. I was playing a dh with vault the whole way though, whenever the density was low I just vaulted to the next objective, I suppose it would be different for a crusader with less mobility though.
Go into Seasons power leveling community, Create T6 game Look for cursed chest or whatever bounty, up at the cemetery ask for 2 leechers and a clearer to come clear in the channel, 70 in roughly 2hours no work involved, time depends on how fast you find the bounty(group of 3 best obviously then find a clearer) and how fast you can get a clearer.

I never thought it would be so hard to find a fotf, phalanx shield, or BoP. Sucks they make these items so rare and make entire builds focused around them. Just have to sit and farm till I find one so I can do other 'fun stuff' in the game and not be a gimp.
Right? I made a HC sader and its just horrible flash backs of RoS launch without those key items its just a clunky class, I was lucky enough to get 2 condemn shields but no BoP yet, tho very limited play compared to SC.

It's seasonal but I have normal characters I can farm keys too. I don't mind farming them. I'll add you when I get on later.

So, you already leveled a seasonal character, got a full set of akkhan's, and a condemn shield? Sounds like pretty good RNG to me.
