Yeah there seems to be a bug with the text value shown in chat (specifically on a ding, like your example screenshot) compared to the actual exp shown on the bar.
I've seen it say that I gained some crazy amount like this before but then I check the exp bar and the actual value is way less.

Q: Are epics All/All?
A: Yes. Item class/race/deity requirements are removed for all items on the server.
So I can run a toon with all epic 2.0 clickies?
A full group of Berserkers with SK epic wont need a healer.
And everyone will have a res stick.
