More Dex is better, but doesn't look very impactful based on those parses. I do know when I got over 200 I seemed to proc everything more (noticeably more) but I couldn't possibly say how much more or what percentage.

Edit: should be noted Leech Touch is only available after level 40.

Even that late in the leveling process, that's a cool upgrade. Will make Bosses and planes fights more fun.
