Whomever that suiter is is going to a con and shipped their suit. And I must say, they are CRAZY for shipping their head like that. Heads are the most expensive part of the suit, a really, really, really good detailed high end head can run upwards of $5,000. An average suit head will be about $2,000 and on a budget you can MAYBE find one for $750-$1,000. The head in question doesn't look too bad from what limited parts I can see, but you don't ship it in a bag, because a head can easily be crushed and ruined like that.
Ideally, you want to ship your suits in plastic or non-see through containers where you can lock them up with TSA approved locks. They won't damage that way.
