That's not how it works on consoles. You need a license (and devkit) from the console manufacturer to sign your game, or the consoles won't run it. For example, every Nintendo game has a "Licensed by Nintendo" sign. Also, you need to upload that shit to PSX to deliver your downloads to customers, and PlayStation (like Steam) wants a cut for management of the account and traffic for delivery.
Nintendo was notorious for only allowing developers/publishers a fixed amount of games per year, so they don't flood the market with cheap slop. Which, incidentally, was the reason for the 80's video game crash.

Basically Atari, the then market leader, ended themselves with the ET video game, and buried the cartridges in the desert.
Nintendo revived the US console market by advertising the Famicom as a "entertainment system" (NES), complete with a robot buddy, just to appear to not be a games console:
But they had a strict 5 games per year per company limit on NES games. Publishers worked around that by starting shell companies and sub-labels. Konami for example launched "Ultra Games" in the USA, which for example published the first Metal Gear. In Europe it was Palcom Software.

and it wasn't enough because the 80s were still full of broken unplayable trash that badly degraded the value of the NES so they eventually went with a submission process that is now more or less the industry standard.

Their infamous licensing process. I recall there were unlicensed games for a hot minute - Tengen I think was the publisher? They made a version of Tetris due to
some game rights snafu and some other games. I think they had Gauntlet also? Nintendo sued them. If I recall, the argument was that Nintendo licensing made sure the games were “safe”, but they just wanted control over the ecosystem. Nintendo won I believe
