Never played Overwatch but wasn't this game only made so that the resources used on the cancelled Starcraft Ghost FPS game weren't wasted?

No, they reused some assets from Project Titan, which was their canceled MMO project. Jeff talks about it in this video, but in prior interviews it sounded like they wanted to make a class based superhero MMO where you also had to work a regular job (basically you’re Clark Kent working at the newspaper and then you become Superman to fight crime or whatever). Basically it sounds like they couldn’t make the concept fun to play

It was one guy and he created the entire game in 5 weeks. (Howard Scott Warshaw)

To give that some context, he developed one of the more successful games (Yars Revenge) in 9 months.

Atari wanted to get it out quickly to capitalize on the movie. It was actually the 2nd best selling game of all time behind Pac Man at 2.5 million units - but 1.5 million units were manufactured and they all ended up in a landfill.

Basically falling in holes isn't fun, along with players not knowing what to do at all for direction. The bad guys would always get your reeces pieces, and you would ALWAYS fall into pits and most never knew how to get out. So lack of direction and annoying gameplay. But considering ONE guy took 5 weeks to produce a 2nd best seller, that's pretty hilarious.

Two things can be true here: there probably was some legitimate sexual harassment issues/weird shit like the breast milk thief and there probably was more push for “print money or heads roll”
Every single job I’ve ever worked, including corporate jobs, have had sexual harassment issues. Almost entirely unreported. Whether it’s guys commenting about girls, male and female bosses talking about workers, etc. I wouldn’t be surprised if that happens in nearly every job.

I don’t mean just saying someone is attractive, I mean openly asking a coworker for a threesome in front of other coworkers, grabbing someone’s ass without permission (and they didn’t like it), selling dildos at work and advertising it in the bosses office, etc. just weird shit. I wouldn’t be surprised if a boys club like blizzard if that happened. I wouldnt fire anyone without concrete evidence or first taking steps to just “uh don’t do that again.”
