Are the FO RTS games good?

I’ve tried FO3 and New Vegas but I got about an hour into each. Not really my thing, I just don’t like games with menu diving tbh. (Starfield, s.t.a.l.k.e.r., etc)
There is no Fallout RTS that I know of, at least when RTS means real time strategy. There was a Turn Based Strategy game called Fallout: Tactics; I played it when it was released and from what I remember, it was ok, but nowhere near as good as Jagged Alliance 2.

Fallout 1 and 2 would be considered turn based isometric western RPGs (wRPG). A main component to them is that you can't do everything, in that you have choices, including how you build your character, and consequences for those choices. A funny, unexpected example is if you make a character with extremely low intelligence, they can barely talk and NPCs respond differently to it.

Not sure what exactly you mean for menu diving, other than having a shit ton of inventory to sort through (Fallout 1 and 2 has limited inventory space), but all the good western RPGs are going to have various pages/menus for leveling up and moving around the map.
