Did you forget the Stark's renounced the authority of the King? Sansa has claim to absolute rule of the north and no allegiance to anyone claiming to be king.

She can do whatever the hell she wishes.
Bran is the heir of House Stark, and if Bran can't be found, Rickon is the heir. Rickon's location is known in both the books and the show. Even if they couldn't find Bran or Rickon, without someone to actually press Sansa's claim, the crown of the north would pass to House Karstark, not Sansa.

Bran and Rickon are considered dead murdered by Theon to the population of the north. Jon Snow is the only male decedent of Eddard Stark still alive as far as the north is concerned.

Doesn't matter if none of the above is actually true because the north doesn't know it isn't.

Illegitimate bastards have an even weaker claim than women do. The actual succession is sort of a moot point at this point though, all that really matters is who can raise an army to match House Bolton.

So when Ramsay kills Roose how strong will his claim to ruling the north be?

He was legitimized by Joffrey tho.

Still, I'm in the "noone suspects Roose" camp and I think Roose would happily send Ramsay's dick and balls over to the Ironborn if it meant he could seal an alliance with them vs. the Lannisters.

Roose might make a good king just like Tywin would have. So he will end up dead just like Tywin.

Roose literally flays people and encourages his son to be a psychopath. I'm not sure if he is what I'd consider "good king" material even if he's my boy.

I just mean a effective King not actually good per say merely effective enough to keep the kingdom together and semi prosperous.

Isn't book Roose somewhat sickly? I know in my imagination he didn't look very kingly. He wasn't even chosen to be a ruling family of the North so I'm not sure what his track record is for prosperity. He's just somewhat cunning and is willing to make deals to backstab anyone -- which is why I love him. Well also because he killed that stupid cunt Robb along with my buddy Frey.

While there is no justice in history or the books, I fully expect that you'll see House Bolton and House Frey wiped off the map before the end of the TV Series. Both Houses have broken vows and if any place cares about such a thing, it would be the North and I don't view either House to be strong enough to resist an uprising aimed at their defeat. The Boltons and Freys weren't particularly strong as houses go before they rose to power... unlike the Lannisters who were quite powerful (even if their wealth was exaggerated due to the mines drying up).

Wasn't there a speech about this some one can link. Somebody telling Tommen what a 'good' king is or some shit.

Let's not forget there's still a couple Baratheon heirs out there too.

If not Gendry, there's also Stannis' son Connor made of Vagina Smoke:

Who are the Bolton men loyal too? I don't think its Ramsay. If he kills Roose he might lose his power base.

Whoever pays(bribes) them and offers advancement in position. Carrots that Ramsay can dangle if he's looking to take over.
