I finished Act 3 (92% completion) took me about as long as Act 2 (about 20 hours per act for me) and for me had some of the better gameplay moments in the game even though exploring new zones is less of a thing. Enemies randomly having a chance to be buffed with extra abilities and HP in Act 3 is a bit annoying but I was mostly just parkouring past them to get to objectives at that point.
Difficulty wise it didnt feel like a huge jump, but I did do all of Act 1 and 2 with a level 1 needle cos I was a dumbass so that made things harder early on. I would say most of the Act 3 boss difficulties come in learning movesets rather than throwing mobs around (beastfly). So you tend to feel more of a sense of progression learning bosses rather than frustration at swarms of enemies just being annoyingly in the way all the time.
The story leading up to and finishing Act 3 was much more epic and satisfying for me. To the point were I really wouldnt consider finishing Act 2 to be "completing" the game at all. If you enjoyed the game up to the end of Act 2 I highly recommend continuing to the true ending.
