What I would do in order:
1) See if your brother in law is willing to play "bad cop" and have him call the bitch or her boyfriend and threaten criminal charges. Assuming they are just being assholes and don't want to send you the title without their plates this should be more than enough to kick their asses into gear.
2) Harass Titlemax since they have the title. If they have everything on video and what you say is true, then upon review it will be clear that you simply followed the advice of their employee. Threaten legal action if they refuse and state that you'll be happy to subpoena the video and plaster it all over the internet.
3) Get a lawyer to write a nasty letter. Again, assuming they are just holding out on pure "asshole" principles, this should be more than enough to coax them into action.
What I don't get is that it seems that they don't want to give you the bill of sale/title simply out of spite or some irrational fear that you'll never return the plates? I'm not sure I understand their motive.. One would almost suspect that something else is at play, like some 2nd lien or something else that does not technically allow them to sell it. Seriously, if it's just a case of them being assholes, any of them above should cause them to fall into line pretty quick..
P.S: I know you've said over and over that you fucked up handling the transaction, but what stands out most of all to me is not the unwarranted trust you put in everybody, but the fact that you could drop 9K on a car without ever having a mechanic take a look at it first.
