Actually you're wrong but ok. The system is virtually identical to how it worked in S2, only this time there is leagues.
Runaan's Hurricane is the item you're thinking of. The problem I have with it, is that the passive missiles only have a range of 375, not whatever your auto attack range is (Teemo's is what, 525?). Also the missiles don't prioritize champions over minions, which I think is stupid as well.
So there's an "All-star" match coming up in a few weeks for League, where you vote for someone in each lane to represent that region. The one cool thing I learned though was that whichever region wins, adds another spot for their region to enter the world finals at the end of S3. Which is pretty significant. Who would you guys all vote for? Personally I'm thinking:
Top: Voyboy
Jungle: Chauster (maybe Saintvicious for Synergy with Voy top)
Mid: Scarra
AD Carry: Doublelift
Support: Patoy/Xpecial (kinda torn on this, like both supports.. im leaning on Patoy because he plays better protect supports IMO like Alistar/Lulu).
I don't like Voyboy face....so I'd probably take Dyrus over him.
Disagree on the jungle, don't think chauster is all that good, would probably take Saint over him, although I dunno that saint is all that great either. I suppose though that this is because I am a huge fan of Diamond which I feel just makes them look like shit.
Rest I agree on, with taking Xpecial over Patoy.

I wouldn't disagree with mancloud or link for mid either, cases to be made for any of those 3. Mancloud playing crazy good lately, and link is most innovative with his champion pool currently, but Scarra prolly the best 'team player' and all-around nice guy. For NA jungler, it's probably saintvicious right now, but all NA junglers (and euro) are just leagues behind diamondprox right now.
On ability, Dontmashme or Imaqtpie are potentials for ADC as well, both playing very well on their teams this season. Hell, Cop has (had?) the highest KDA of all players in LCS a week ago I believe. That's more a product of his team doing well, but still..
Pretty sure TSM and Curse will win some spots they shouldn't, since it's a vote and they are most popular. I bet it'll be something like this, in order of likelihood imo:

Not that I think Cop or Patoy are the best mechanically at the roles but they are the most consistent and best of the adc/supp pairings. Which I think counts for the most when we are talking about a duo lane, you need the work together vibe that established pairings have.

? They don't play together.. Cop's support is Elementz. I agree with your point, but it'd be Cop/Elementz or imaqtpie/patoy in that case. For the purposes of winning, they should probably keep the duo lane together, which would have happened before Chaox left TSM, but now it'll get split up most likely.

I know Voy is a huge fan favorite, but he seems to be losing or drawing a lot more lanes. My viewing for the last two weeks has been spotty though and I may just be catching bad games for him. Whenever I see Kiwi and to a lesser extent Dyrus they have been crushing in lane and team fights.
Cop is more of a support ADC, he plays very passive and that is what accounts for his high KDA. This is the reason I don't like him as I am an aggressive player.
On the subject of Diamond...he said in his interview today that he still has some surprise stuff he has been practicing that he isn't quite ready to show yet. I am very interested to see what crazy stuff he has coming.

Of course as I doubt Voy he is killing it as Ren. Then again he laned against an ad Kennen, so meh.
First Quinn of the LCS was also entertaining, mighta worked out okay but the other lanes were just having such a hard time. That and the trades with Ryze were never in Quinn's favor. Still cool to see people trying something new though.

As much as I don't care for Dyrus, he's been playing extremely well (I'll even say Carrying TSM for the most part) in many of their games. I think he should definitely take the spot over Voyboy.

I'm a Dyrus fan myself, he won me over when I was able to talk to him for a bit in person at this past PAX East. Season 3 so far has been very interesting and I'm excited to see if Riot can really turn pro-LoL into a full on revenue generating machine. If they can do that they won't be as reliant on new champions for revenue since eventually they're going to get to the point where there are too many champions. Though I suppose there are some solutions for that, and Riot can look towards how Wizards of the Coast handled that type of thing with Magic the Gathering.
I think they would do better than cop...as aggressive as the international teams are, cop would never engage...

lolking score doesn't work like MMR does. The system IS identical to how it worked in S2, but Elo (MMR) isn't transmitted anymore, so sites like lolking can't read it at all.
lolking's historical data is very limited, it does not record wins/losses. lolking only updates whenever your page is "searched" and even then, there is a ~30minute limit to data grabs. When it grabs your data, it basically refreshes everything. The only data it gets is your recent 10 matches and total games played with each champion as well as KDA stats for those champions and league data.
it is impossible for lolking to match riot's MMR because players could play over 10 games before their profile is searched for, any of the games not on the top 10 list would vanish, lolking would see games were played for champions but wouldn't know if there was a win or loss for those games.
Another thing with leagues is that since its impossible to be demoted tiers, once a player is div V, they could go on massive loss streaks and technically be a much lower MMR than their division would imply, but lolking only ever sees that they are div V and scores based on that. For example: A player in Gold Div5 might be at a 1400 MMR whereas someone in Silver Div 1 would be around 1550 MMR and nearing promotion to gold. Lolking will always show the Gold player at a higher score than the silver player.
