Part 1 felt like Cruise was ready to move on and pass the torch to another actor. Part 2 certainly felt like he had second thoughts with that notion and came up with a new script. Also, his support crew were mostly absent in this movie.

If he knew part 2 was so bad, I think he would have been shopping around some type of Part 3. No way he wanted it to go out like this unless his ego got in the way to be the guy again. The Reacher author recently pushed for Tom Cruise to retire from action movies in general, he's a very competent actor he said that can offer a lot more.

If Harrison Ford is still being trotted out in his 90s I don't think Cruise is done for another 15 or 20 years. Hell they sent Bruce Willis out shitting his pants with dementia for the last 10 years or so.

We just don't have the replacements coming up for Arnold, Sly, and Bruce. Or the writers who understand action flicks.
