Whoa whoa whoa, knees the head/face of a downed opponent are being allowed?
For a couple years now you don't count as a downed opponent if only your feet or hands are touching the mat. The change was meant to stop people from just putting the one hand lightly down to abuse the system, it was not meant to allow a knee to the head in this kind of situation which is kind of funny. 'The hand down must be weight-bearing' was the main other candidate for the change to the downed opponent rule (which would have applied here) but I guess that was considered too subjective.
