You need to understand where he's coming from. He works the night shift at a gas station and everyone thinks he's creepy. So a good word from him for someone he knows from a forum is worrisome unless he specifies it's from the racist nazi forum, not the other ones.

Not sure what's your lower end of pay you'd look at, but they usually have some contact manager openings in one state or another at the companies holding FPS contacts. Low to mid 100's. Triple canopy, First Coast security solutions, paragon although they are known as hot dog shit, etc.
