The proper procedure, at least during last go around, was to ban him first as a moderator action. Next you start a Yes/No poll thread in the moderator section and then call the Amods to the thread. First option with 3 votes is the winner. Either he stay's banned or his ban gets overturned.

Why was he unbanned? I've been very vocal about thinking the ban was stupid and I really don't like seeing anyone permabanned, but at this point I'd rather he just stay banned instead of listening to the whining in multiple threads from all the easily triggered faggots.
