There aren't any console games with high resolution textures, not one. And yes, it will be quite noticeable.This really depends on the game though. An open world game like Skyrim will have a noticeable graphics improvement. A shooter like Gears of War, not so much. The current generation is such a mixed bag on graphics that I think we'll just see the floor raise rather than a huge jump in overall quality.

The previous generation of consoles could already display gorgeous games in HD. All this new generation will really do is allow for larger environments and more things happening on screen.

Call of Duty sacrified some resolution to stay at 60 fps for instance, while others (the Uncharted series) played at 30fps but rendered at 720p (and looking quite good in the process.)
Probably just tossed everyone up there that got a PS4 Development kit and assumed they were developing for them, would be my guess - a leap like that makes sense.
