Downing the ball is something you do to run out the clock. A quarterback can also spike the ball, which also costs a down but stops the clock.

Until those dumbfuck Seahawks got called for encroachment, the Patriots didn't have enough room to kneel down outside of the endzone which would have been a safety and a kick back to Seattle, which means the Seahawks still had a one in a zillion shot.
