premise for this is just fucked too. None of these characters are actually villains.
comics Thunderbolts are actual criminals and villains, pretending to be heroes. would be like if suicide squad, as not just task force x, assassination team for Waller, but, she actually dressed them up, put them out to the public as Justice League X. doing press meetings, attending fairs, etc.
