There is far more dangerous content for children - not that twitch states no one under 14 allowed - than some semi nude women, really. The internet is a super degenerate cesspool of improper content, well at least there is some level of content control at twitch.
I wish they would open a "NSFW" or "adult" section where only verified - cc card owner only or whatever - user can access the category and be done with the discussion.

It has almost nothing to do with the girls themselves and everything to do with the retarded decisions that Twitch the company is making. Twitch is a gaming platform at its core and the people that frequent Twitch are gamers looking for games. If that is the thing that draws your advertisers in then why would you allow non-gaming NSFW or adult content in any form? It turns off gamers that they have to see this dumb shit in their feeds/suggestions and it turns off advertisers because they don't want their products running alongside risqué content. There are already places on the internet that girls can paint their tits or stream herself at a pool....porn sites; they just don't want to do that because it identifies them as the whores they actually are. Twitch allows it because they have "progressive" leadership that cannot just stick to the things that are profitable. They have to take the 'correct' stances on all of the issues or else someone might call them right wing or something.

This is a major issue in all things right now, especially games. Every game I play that has chat is dominated by Femboy/sexual/furry/nasty shit. There is no getting away from it anymore, it's the same with politics, all the usual "escapism" relaxing enjoyment avenues are no longer safe. It's one of the main reasons everyone is so stressed out these days, there's no way to escape reality anymore. It's very frustrating.

The problem is Twitch starting going down the road of what is 'allowed' a long time ago, it's their enforcement policies that were trash. They made the decision years ago that they are beyond just a 'gaming' platform. Look at how many viewers are in the 'Just Chatting' category which is consistently in their top 3. They also have decent competition now (YouTube) who also is not just gaming.
