Yes, that's correct. Starter Island is skipped by default and you will end up in your faction's main city. Although you can talk to the boatmaster to go back to the starter island and do those quests if you want. And you should if for nothing else go back to get the three skyshards and a skillpoint.

And its a pretty good one, too. It won't change anybody's minds, but all the changes and fixes are definitely for the better. Even a big complaint here, the lackluster starting islands and leveling curve are skipped in the patch.

Strange! I promise I witnessed this happen several times. Another player would loot the chest, you'd see the open animation, and it would close and allow me to lockpick it. Perhaps it was a bug, or the chest respawned instantly. Either way it happened each time there was a contested chest.
