A game like this is only as successful as its players make it to be. I'm not sure SotA will have a healthy enough population to be worth it in the long run.
There are a lot of IFs in what you say. At that point, shouldn't you just be including these factors, which you have no control with, in your projections? I mean, snow/ice will always happen and your trucks/machines will keep breaking.

I'm currently playing that mod with a few friends. It is stupidly hard. Now with one GraviSuit piece, all absorption hearts and fully infused force armor pieces, I'm doingok.
I enjoy that mod very much. Unfortunately, it is very very resource intensive.
Even Montreal is not much of a tourist city. There is nothing to see. The only thing that makes Montreal lively and awesome are all its festivals and events. Unfortunately, they are all pretty much during the summer.
It's a good series to watch. I must say Tatiana is god damn awesome at acting all her different characters. She makes the show all by herself. Bonus points for the killer body.
The thing is they are showing the episodes out of order so the character development may seem a little jumpy.

One thing comes to mind would be the octree (or a quadtree for its 2D counterpart) as a datastructure of your world. As you insert new objects into your world, the octree can recalibrate itself...
It's expensive but not too far from the norm compared to triathlons or demi-marathons/marathons. I'm inclined to think that the logistic of the obstacle races to be more demanding.
