I consider the terminals in each hubs as the higher difficulty, with the avengers terminal being nightmare, xavier terminal being hell, and the shield terminal being inferno.

I got cable up to 10 only also, and I'd have to agree with you. So far, his first basic attack is weak, and some of his psionic moves doesn't always work. Hopefully he has better beam attacks later on.
