I think the server would just be more popular in general. More people, more bags. Triple is probably overshooting it. Also mounts are available in Luclin which equates to easier QoL and less demand for potions. 50% pots are available in Luclin as well, but more expensive, so not really sure...

Pretty sure it's the company, too. Bag & potion sales during a classic start are probably triple what they'd be in a Luclin start. At least 1 server will definitely start in classic.

I didn't play during PoP/LDoN but the ruleset definitely got me through GoD. Doing shit like farming those haste belts for plat. I don't like that expac. I can't imagine ever slogging through 6 months of PoP-GoD again on a normal server.
