Yes, but that almost never happens.

The toe can be dragged out of bounds as long as it landed inbounds first and the heel doesn't touch out before the toe comes off ground. The "step" lasts as long as a foot makes continuous contact with the ground.

Whatever part of the foot that touches the ground must be wholly inbounds. So, toe is in but heel lands out is incomplete. Toe in then lifted off ground then heel down - complete pass.
