RTX 3080/3080ti/3090 can be undervolted by 30% and lose <3% performance. Basically, getting the last few mhz of boost clocks 100% stable takes a massive amount of power. So they have a lot of tweaking room, either lowering boost clocks, or stabilizing some other way like better voltage regulation.
