Just copy PoE. You do a challenge server, you unlock some cosmetics and you've got access to them whenever.

With the disposable nature of TLPs and the characters people play on them the strictly cosmetic rewards could certainly have more uses per account. A single use makes a lot of it not as interesting as always having access to the illusions you earned.
