That doesn't really do much. The real power is it nullifies ults that don't do immediate damage or damage at all (Zarya ult, Mei ult, Tracer bomb), which force those heroes to change their behavior. As a Zarya, I won't risk an ult with an enemy DVA nearby unless I am 100% certain she will not...
