Good question. Considering a congressional approval would mean he's very likely to strike but congressional disapproval doesn't rule out a strike I'd say the tougher bet (for me) is that he strikes. So yeah, I say the US doesn't strike before Sept 11th. Who is a bad enough dude to take it.
