Turns out it was completely fine.

Hot water is all set. Mixing valve was basically seized up and gummed up inside, so it really wasn't sending already hot water up. It was compounded because the boiler had the right temp so it wouldn't fire. He replaced it all for 400 and it works so I can't complain.
