More likely than not, with the CPU pegged you're not properly able to provide the current those devices need to operate. I did a lot of testing with KB/M on pegged microcomputers and experienced similar issues.

Just make sure you attach the second HDD to the slave IDE cable, if you put it on the master IDE cable you may run into issues with booting as I assume it was a boot drive and will have a conflicting MBR. There is a chance I am talking out of my ass, as I've never tried this.
