My opinion hasn't changed with time: It's better than Rhythm of War, but that's not saying much.
It's waaaay too long, with Adolin's chapters being basically the only high point.
The ending does shake up the world in some very real ways. Some specifics are very unclear, however, and will probably be revised before he swings back to this anyway - the plan was he would finish off Mistborn and Elantris before we get book six (aside from maybe the Rock novella to tide us over), and who knows how any Hollywood adaptations will impact that timeline.
So if you're invested and have nothing else at the top of your list, then sure, but there's no rush, as book six is probably 5 - 10 years off. The one exception being if you are a Mistborn / greater Cosmere fan, as post-Wind characters already showed up / were referenced in Isles of the Emberdark, and that trend will continue.
