1) Hack/breach could involve more stuff - they might be keeping quiet to prevent further leaks while they investigate internally

2) Not squawking lets the news story die faster, meaning less people are aware of the leak

and Dante Basco is fucking Filipino which is close enough to the generic non-specific "Asian" culture of the Fire Nation but I'm guessing he wasn't down with recasting everyone else (or maybe they didnt approach him at all)
