Except he is obviously faking. After he moves the hammer, he sees the look on Thor's face, resets his grip, tenses his arms and leans back. That's it, he doesn't try to lift it. Just watch the fucking scene. All the information is there.

Love how people just accept that Cap being able to slightly move the hammer means that Mjolnir somehow senses that Cap is sorta kinda almost but not quite worthy.

The fucking Hulk couldn't budge it in full rage mode.

Cap isnt scared of anyone, why woud your first notion be that he was scared of Thor? he didnt lift it out of respect and because the script didnt say lift it.

Superman is not a warrior. Killing to end a threat is not his first choice. Wonder woman gets shit done. (or she used to, till Cucka and other modern SJWS got a hold of her)
Superman is also not a king. WW is a princess/statesmen.

in that scene Thor admitted, that if you can lift the hammer then you are king of Asgard. Cap doesnt want to be king. he is the underdog caricature, he fights for the little guy because he once was the little guy. figuratively and literally. if he lifted the hammer there would be a conflict with Thor because Thor is all ego and having a rival would cause a lot of problems. problems that Cap wants no part of. Tony was all ego too, it meant more for him to lift Mjolnir than it ever would for Cap. if that doesnt convince you, then the script said Cap doesnt lift Mjolnir and Feige said Cap was always worthy to lift Mjolnir. so offically, Cap didnt lift Mjolnir because he didnt want to cause issue with Thor, which sounds like something Cap would do.

If we're talking about what cap would or wouldn't do, he'd never TRY to pick up the hammer in that kind of setting. It was a silly little scene where the avengers are screwing around and having a couple drinks. All it was meant to do was foreshadow that nga down the road and that's it.

Secondly, Thor can pick up mjolnir and he isn't king of Asgard. It was just a goofy thing Thor said. No way cap legitimately thought, maybe I should just PRETEND I can't pick it up so I don't endanger Thor's claim to the throne!

Why are we even debating this when the guy who directed Utron said Cap was worthy, when the two guys who directed End Game when he fully wields the hammer said Cap was always worthy, when the main man in charge Feige says Cap was always worthy, I swear Mickey Mouse himself said fucking Cap was always worthy. Anything besides him being worthy is you being in denial or trolling.

It's because all those people who said he was always worthy, said it in retrospect. And so it begs the question, "why didn't he lift it earlier?"

Personally, I think cap was always worthy, but mcu Steve rogers is a different character than comic Steve Rogers.
