lets start with this. EverQuest is an international, fictional community. If this Tyni stole 1,000 dollars under normal circumstances, he would be arrested and tried by his state or county, but like I said EQ is international and doesn"t fall under any one jurisdiction.

To take any legal action of any kind, this would have to fall under FBI (I think) jurisdiction which is I believe stealing $3,000 us.

So, it is in a sense, legal for this chuckle head to 2,999 usd all he wants.

If he tried multiple scams, you could possibly get a class action going (assuming the material stolen amounts to at least 3,000 usd) but with how easy it is to be a fraud over the internet, you most likely couldn"t pin multiple scams to him.

In conclusion: You can steal as much money as you want as long as you cover your tracks and scam fourteen year olds with rich parents.
