Yes another network/streaming could pick it up, but they will probably not bother if the writing is crap. Joss Whedon was the reason the shows existed. Without his humor brand on it, it pretty much fails.

Firefly is in the exact same boat but at least that will most likely be animation. If not, Joss Whedon better be behind the scenes helping with the writing or it faces the same problem.

It's done by the "right people" in this instance.

It stands a good chance of being picked up if the only issue is tone.

It was an easy pass for Hulu only because they had a specific vision for it-- other networks who didn't greenlight a pilot for this will be more open to a modern take on the show.
