It is hard to say what people will get upset about. A 3 day ban from one thread while being allowed unlimited posting rights everywhere else has gotten someone really upset. Arguably more upset than if he had just been sent to the RRP and wasn't allowed to post anywhere else.
Also, if there are 10 legit reports from people that aren't habitual report fiends perhaps you could, ya know, include that fucking information in the thread ban or warning you give a poster and perhaps people could accept the decision.
Reporting just enforces the majority side any way you do it, all else being equal. There's no fixing it unless you can find some super principled mod-kings.
