Slow should be limited to 10% and ranks should change the level limit of NPCs it lands on instead.

The simplest way to nerf slow is to merely put a mitigation on bosses which is a mechanic that has existed since PoP. Anything that was immune to slow in real EQ should mitigate slow here.

Also guys, please understand that AC caps are a thing and that all the AC you see on armor does almost nothing after an easily reached threshold.
