I'm not sure any of the credit scenes should be considered canonical.
IIRC, while Fallout's history had states, they were conglomerated into Commonwealths a century before the war.
I'm not sure anyone would call Canada the 51st State, as opposed to the 14th Commonwealth.

I will admit that while I was hoping for cameos this season, I expected them from the New Vegas cast, not from F1. Then again, if we are getting heavy Enclave action in S3, it does make sense that they would start peppering in characters now.

In terms of that after credit scene, the "Big 51" was just painted over the word "Canada". Same with the "Little America" being painted over the Canadian billboard sign.
I suspect one reason they haven't gone into that bit of lore about the states is because the show has already referred to The Commonwealth in terms of the BOS chapter, with specific reference to the Boston/Massachusetts area (which is a Commonwealth IRL). But if all the state clusters were referred to Commonwealths, it would confuse the matter considering this show makes frequent use of flashbacks.
