I would guess you would only go to those lengths when the interior was either unsalvageable due to age/damage or bringing it up to modern usability/safety standards would be basically impossible. Also, lots of times the cities want to keep the exterior look but the buildings themselves aren't especially notable, like a random apartment building or something.I dont get that. Doesnt the historical value extend to how everything in the building was designed?

So just tear down the facade as well and just rebuild to look like it was before. No idea about the cost/benefit, just that some places have pretty stringent rules against changing the exterior appearance of a structure.
