The SSI initial payout will be lowball until he sues for it. It's a lot of legal costs. SSI lawyers are common since it's common practice to sue for SSI increases, he could get an SSI lawyer on the cheap. Suing for SSI is just a routine thing, cut and paste lawsuit and a matter of serving it.

SSI usually stiffs everyone by 300-400 dollars under what they can actually pay until you sue for it.
