The toddlers themselves are no threat. The big thing is to survive the bullets flying around randomly. Grabbing a couple of kids, using them as shields (or several and piling them like sandbags) and hiding in a corner until all shots are fired is key.

There is a problem when using toddlers as a shield. you can only block so much space due to their size. a fat toddler could potentially cover your head and heart but you must understand bullets could bypass them and shoot you anyways.
