About 10 years ago my wife worked for a volunteer organization called Saint's Place in the city of Rochester, NY. She was as a pre-k teacher, one of three, helping small groups of foreign born children assimilate American culture. To try and address the chicken or the egg question from earlier in the thread I will share some of our experiences working with that program and the Rochester City School District.
The children's parents were mostly very hard working Sudanese and Somali refugees. They would take any job they could, and ride their bikes instead of using the bus, even in the dead of winter, because they were treated like absolute shit by the locals. They would bundle a 3 year old up like a burrito at 5:30 AM, ride on sleet a few miles to the school, drop the kid off, desperately thank the teachers, and then turn back onto the unplowed piece of shit main streets of the city to work at an auto part salvage center, recycling plant or perhaps scrub toilets somewhere.
There was a city school facility in the same complex as her program, and often times city kids in similar situations would float in and out of class, or be in the immediate vicinity. Teachers from city schools were absolutely fucked in every way possible. Four massive elementary and high schools in the area, with one nurse. If a kid had a scrape, and the ONE - FUCKING - NURSE wasn't inhisschool to apply a band-aid, he would be asked to walk home. Tiniest argument or scuffle? Call the police immediately, and back the hell away from the students, for fear of litigation, dismissal, or the students kicking the shit out of you. Kids lacking in basic clothing or school supplies? Either it comes out of your own pocket or you watch the kid sitting there doing nothing. Be damn careful about who sees you giving something to a student should you choose to do that, the attention of both management and the students could come back to bite you in the ass.
Even just walking to her job could be dangerous, I would drive her to and from work and escort her into the building, we learned day 1 she could not leave a car in the lot. Even a beat up Honda Civic was slim jim'd and trashed, the doors were not locked, nothing of value inside. There were a few days I would get her into the class, and then sprint back to the car because some gang hood was about to blow one of the tires, presumably out of spite, or cuz fuck us that's why. Eventually I was forced to drive her up to the actual door of the school, through crowds of people, and sit there scowling at the older kids, because for whatever reason they hated the Christian volunteer programs and the foreign students.
There were good moments, too. Once on an outdoor field trip, the kids caught 3 tadpoles and brought them back to class in a big jar. A few days later the jar only had a single, much larger tadpole remaining...hehe. That was fun to explain, "they went on vacation!". In fact, there were many good moments, but the bad shit drowns it out.
So back to the chicken and the egg, oh I definitely think it's the chicken. One Somali mother would bind her sons feet and legs by forcing him into too-small shoes and clothes. He was deliberately babied by the mother so he would behave and appear as young as possible. She claimed that if her son grew "too big" she would be forced by her family to have another child, and seven was enough. Our balls were in a vice, between management straight up not giving a fuck, threats of "if you call CPS any chance the kid has of someone caring for them will fly out the window!", "Do you know how badly they will be treated in foster care??" and so on. So every day the poor fuck would be changed into proper attire, and the next morning he would be dropped off, again, unable to move properly and hurt. Funding is based on the amount of students, and that pressures everyone to tolerate horrific shit, the perfect cluster.
A significant portion of the children were trapped in situations like this. "Where's your backpack?" "Crack-head dad took it and sold it". Don't actually develop feelings for the little fuckers either, unless you can maintain the objectivity of a Marine surgeon; "Where's Alex today?" "Oh he and his family left." "What, to where?" " I don't know". Haha sometimes the stories were so fucking bad all I could do was just laugh, felt like I was reading Catch 22.
These parents were either busting their asses all day, every day, and putting all their faith in the school system or were totally despondent, either way undue responsibility fell on the teachers. The foreign kids were often trying to learn the most basic elements of Western Culture like Sleep, Wake up, Work, Save if you Can, cuz apparently they lived in fucking Mad Max times wherever they came from. They were somehow brought half way around the world, and without any ability whatsoever to navigate our culture, given work ( without knowing ANY English ) and had their kids ( that of course, ALSO don't know any English ) put into these schools. Who the fuck made these programs? But I suppose it's still better than being left in some war-torn shithole.
The parents were often unreachable, didn't or couldn't give a fuck about how their kid was doing, and often THEY would be in remedial classes to learn basic English comprehension so obviously they aren't gonna be tucking in Jr. while reading him a Berenstain Bears book, and I am now lumping the foreign and domestic parents together.
I'll speed this up, I could go on forever about those few years, real 'Dangerous Minds' shit. Mercifully her program was inexplicably cancelled, possibly because a higher up embezzled funding, and both my wife and the other teachers were let go, and little or no followup was ever given to them about the students or their families.
Problem Number 1. Drug culture has absolutely decimated urban schooling in this city.
Kids want to earn money and have no official or legal way to do it at their age. They could sell a siblings ADHD medication for 20$ a pop, or they can sit around like broke assholes staring at the kids that DO sell having new clothing, cash to burn, etc. This sets them up for disaster, there MUST be some new ideas thrown around, even VERY young children learn the lay of the land when student dealers prey upon the schools like sharks.
Paid apprenticeships, Big Brothers // Big Sisters programs where you can bring a kid to work with you and they get a bit of money, ANYTHING to introduce the basic concept of Do Thing X --> Get Reward Y to their lives. The cops have been arresting the fuck out of people in the same streets on drug offenses for 45 fucking years and it hasn't changed shit. I could walk down to 1 block from that school right now, and get rock crack faster and more easily than I could buy compressed air from a grocer. No matter how flawed new projects would be they would at least let the community know that someone gives a fuck about them and wants this shit to stop. Some real data on the efficacy of dealing with drugs in urban schools could be gained, and now matter how cockamamie new social works programs may sound they certainly couldn't be worse than what we have now.
TLDR: My wife worked in an urban school system, and saw some shit. In the pursuit of equal opportunity and goddamn human decency, programs designed at dissuading youngsters from worshiping drug culture must be devised. The current programs suck dick, how hard could it possibly be to try some new stuff. I assume too many administrators profit from it being a cluster fuck. 'Equality' isn't going to be reached if society decides its more profitable to corral lower-class citizens than try to help them.

Yeah Jvirus, inner city schools are fucked. I have a step-cousin who does maintenance for an inner city school district in St. Louis. They have to schedule maintenance when no kids are watching, because if someone sees them fixing something they will immediately destroy it when they leave. If you turn your back even for a second, your tools are gone. Forget leaving vehicles outside, they will be broken into.
For JVirus's schools and my cousins, wtf can you do? Like I said earlier in this thread, its just a fucking mess. Dumping more money isn't going to do anything, but I don't like the "just fuck it" attitude either.

They will keep taking carrot until they are forced to eat stick. Or they are just a living representation of that constant underlying hum of stupidity and selfishness that civilization can never be truly rid of. We can't have a world full of sheep. It's too easy for the wolves. This phenomenon is known in all places at all times and is probably not far from being an Evolutionary Stable State in terms of animal behavior. Someone will always find profit in making your tools, and someone will always find profit in taking your tools. I doubt we ever get out of such a cycle.
