If you really have to say anything, you could just say "I don't have a lot of faith in the product/platform/whatever in its current form."
I definitely don't have a lot of faith they'll meet their release goal. They've already had a couple of mandatory work weekends. I don't mind that occasionally, but I think panic will start to set in soon (release is supposed to be in October) and it's going to be all hands-on deck probably. One of the MAJOR issues in my opinion is they've built the UI app completely wrong, and even minor code changes takes a minute+ to compile the code. That is an extraordinary amount of wasted time. All developers sitting around twiddling their thumbs waiting. The fact that they never addressed this by this point is absolutely mind blowing.

In the current market? Cite QOL, confidence in project, and compensation and leave it at that. The paradigm has flipped to the point where employers cannot afford to burn bridges with competent IT professionals, rather than the reverse. Even if you never intend to return, they can't afford the bad word of mouth. No need to rub salt in the wound, but no need to sugar coat it either. And if the gig you jumped to had a signing bonus that they expect you to pay back, there's a pretty good chance the old gig will cover it. That happened with my Wife when she jumped contractors within the DOD recently.

Put the report on a 30 day PIP, document every occurrence of handholding and laziness, then fire after 30 days citing all the documented occurrences and the fact that this person surely won't meet the PIP requirements.

Dump a bunch of admin shit work tasks on them that have high visibility to other departments or groups. Once it becomes widely circulated that this oxygen thief cannot do even basic tasks, the ball will start rolling really fast. This assumes you do not want to directly involve HR as LiquidDeath suggested. I have found that management and HR will circle the wagons around lazy fucks for some reason, especially now in IT when their is huge labor demand. So you make it their problem and sit back and watch things play out.

If there is a manager you are tight with there and are genuinely interested in leaving behind useful feedback, I'd bend his ear about it. Otherwise the feedback from the guy leaving doesn't really ever get listened too. If this is a gov contract, it's probably not all the companies fault. The government write notoriously shitty requirements and then has their contract reps (who aren't specialists in anything but contracts) go surprisingly hardcore on measuring the deliverables. Emerging requirements and refactors don't exist.

Interviewing with a FAANG company next week, 6 hours long. I am not worried about the questions, just the part with a live coding exercise. I am not good at on the spot type of stuff, but give me a task and I'll turn it around well enough.

Is the QOL decent? Money is almost not relevant once you are past a certain point. I have turned down higher paying shit just because I am very comfortable where I am at. I have to imagine you are in a similar situation.

IDK I've played too many MMOs. Getting an insane title bump and bigger numbers is very hard for me to resist.

It's a 30k raise.

Do what I did, leave on a good note and go back if it doesn't work out.
It's so complicated though.

I'd be going to work for a huge potential customer of my current employer, an account that we've had our eye on, in-fact, our account manager for this customer speaks to them at least once a week, and we do 'free' consulting work for them currently, trying to move them to a platform built by my current employer, cutting out a number of their other shittier vendors. It's a potentially huge contract. However, I wouldn't be a direct hire for that customer; though I would directly report to them, another vendor would actually be paying me. So I would have 3 bosses: the customer, plus two project managers for the account with the vendor that's actually paying me. That vendor has an underlying support contract with yet another vendor, who then has an underlying contract with Avaya...

It gets so fucking crazy in this industry.

Sub contracting. It's not all that crazy. It is worth considering if and when they could lose that contract though and what other options you would have when that happens.

I'm sure telecom is just as inbred as defense is and you can always jump in with whatever vendor wins that contract the next go around.
