Keep in mind parent company Disney still owns Industrial Light & Magic, this was a separate group fired up to bolster Marvel's FX resources as the number of Marvel projects increased - and theatrical releases were still farmed out between a ton of effects houses.

This doesn't particularly suggest Disney is optimistic that they'll have a large number of Marvel projects in the pipeline post-Secret Wars.

This was the Marvel visual team that Feige hand picked and have been around since the beginning. They are allowed to bring them back as contract, per movie/show basis instead of being salaried. They are doing it to not have to pay them all healthcare and other benefits. It's already why they shifted a lot of production to London cuz they don't have to give them healthcare/benefits there.
