The community at large. The decency law in Russia passed with ZERO votes against it, it was unanimously adapted and it is supported by 80-90% of the population. The Russian community has a right to establish what is considered decent for their people just like any other country. Gay movies are not being censored, nor are gay books, gay plays, or anything gay really. What is being asked of people is to retain a modicum of decency in the commonly shared public space.Decency laws? WTF man, who the fuck is in charge of deciding what's decent and what's not decent?
