The charm issue is overwhelmingly simple to fix. Right now an enchanter, or any charm class, can reliably keep a mob 3+ levels charmed. It only breaks on average every 2-3 minutes. Without getting into all the knock on effects, the issue can be addressed simply by making red con mobs much more resistant to charm, and yellow con somewhat more. People charming white and blue mobs are still strong but are not causing the issues

I remember multiple groups that got wiped when charms broke in the middle of pulls. At that point they said no more charms and continued to xp. Or broke up. Charm was one of those abilities. You had to build around it and plan for it, because the double edged sword was rather sharp.

Leveling in classic, charm was essentially useless in a long term situation - was mostly a CC that did a bit dmg, but it was broken by tons of stuff and wore off randomly quickly etc.
P99 charm is NOT classics - but its the evil lifetaps that are nerfed not classic to preserve the classic
