I'm confused how spending more money for more mental health programs will prevent this kinda thing from happening, especially since most of the time when things like this happen, the person appeared to be completely normal beforehand. It's only after the event that everyone gets hindsight bias and says "wow we should have known". I would wager most people have things they do, or have done in their past that anyone could really dig into and say "Well, X person looks like he might be a murder, time to lock him up in a ward."
