Original trade call:Ottawa didnt really do anything wrong. They traded him to a team that he was able to be traded too. Vegas was some how unaware of his no trade clause or that it was void after they acquired him.
So supposedly, there's no central registries for this. The teams keep the list so it was their responsibility to pass it onto the new team.Original trade call:

Ottawa: “naw man, it’s void. He might not have filed his list on time or some shit”
