It's just a first look at an adventure area in one of the zones. They said it was like 5% done, they haven't started on underwater yet, they just wanted to show the size and scope of what they were going for with an underwater area. At the 24:20 mark, they have a halfling on one of the coral shelfs for scale. It's basically a Lake of Ill Omen concept. It's not a zone, it's just a spot in a zone.
