The state default is 30mph and 15mph in alleys unless otherwise posted. Someone went out of their way to post a 5mph lower limit to get that 25mph. All the roads with no signs are 30mph.I've seen 25mph limits in a lot of DFW neighborhoods, but rarely/never 15mph that I can recall.

Knowing some friends who bought houses in TN recently that could be a cheaper subdivision judging from the huge sprawl and lack of size on the homes for the plots.
